Those statements apply as the jail page describes them. They should not be extended to every pretrial detainee, and the unspecified reduction should never be turned into a guessed percentage or dollar amount. The official legacy county history says the jail was built in 1958, expanded from 45 to 104 beds in 1999, and added a kitchen in 2006. Those facts describe the site, not its current release schedule.
